That is indeed a tricky one. It entirely depends on the species. Is she an anthropomorphic form of a water animal, or the mermaid form of a land creature?

I'd say she's an anthropomorphic form of a water animal--she's a blue tang, a tropical fish.

Then she should go to the Anthro folder
